Joybound People & Pets, a leading Bay Area non-profit dedicated to strengthening the human-animal bond, has announced the appointment of three new members to its Board of Directors: Carrie Barlow, Bill Carey and David Moore. Each brings critical expertise in community engagement, finance, and strategic growth. These appointments come at a pivotal moment as Joybound prepares to expand access to pet care, pet family support, and crisis services. These appointments reflect the organization’s continued commitment to leading innovation in the animal wellbeing sector while expanding access to critical services that support both people and pets in the community.

Carrie Barlow is a seasoned community fundraiser and philanthropic leader with more than two decades of involvement in East Bay organizations. An Executive Board Member of Pledge to Humanity, she has long been an advocate for underserved communities, working to ensure access to resources that promote healthy, thriving lives. Barlow previously served eight years on the Lafayette Library Foundation Board of Trustees, including roles as Chairperson and Co-Chair, where she led key committees in communications, development, and personnel. Her extensive community involvement, including partnerships with the Oakland Zoo and other nonprofit initiatives, reflects her strong commitment to service and engagement. Barlow graduated with a BA in Communications / Public Relations with a Minor in Business Administration/Marketing from California State University, Chico.
Bill Carey, CPA, is an accomplished financial executive with over 20 years of experience driving financial strategy, operations, and governance for high-growth technology companies. Currently Chief Financial Officer at OPSWAT, Carey has a proven track record leading complex initiatives such as mergers and acquisitions, IPO execution, and global expansion. Previously, he served as interim CFO and Chief Accounting Officer at Couchbase, where he played a critical role in the company’s successful public offering. Carey holds a bachelor’s degree in accounting from North Carolina State University.
David Moore brings deep financial expertise and nonprofit governance experience. A senior business leader with a distinguished 13-year tenure at Visa, Moore held several executive roles including Head of U.S. Financial Planning & Analysis and CFO of CyberSource. His background spans startup environments, global enterprises, consulting, and banking. He currently serves as Treasurer on the Board of Directors for NIAD and works as a fractional CFO for an AI startup, continuing to support mission-driven organizations. Moore holds an MBA from Northwestern University’s Kellogg School of Management and a BA in mathematics from Vanderbilt University.
Joybound is embarking on a bold future with the development of The Liberty Center, a state-of-the-art facility offering pet boarding, daycare & veterinary behavioral services, scheduled to break ground in late 2026. Across the Bay Area, pet families are facing increasing barriers to affordable, reliable care, especially during times of crisis, driving demand for integrated services like those Joybound is building. The Liberty Center will address the growing regional need for high-quality, trustworthy pet daycare and boarding options while expanding lifesaving behavioral support and crisis services.
